I haven't fished live bait from a jetty, but spent lots of time fishing live herring from a pier as a kid The ticket is to cast your lead then attach the bait You'll need to adapt the rig some, but i used a large sand claw or pyramid sinker with a large barrel swivel about four feet up the line Add a bead above the swivel if necessary.
