When i try to use a clone tool it doesn't clone the same color as the sample

I have the blend mode to normal so i know the setting is right Left alt key does not react when clicked in clone stamp mode Right alt key generates a black/white superimposed arrow but does not generate crosshairs and does not define a source point. I am new to photoshop
